According to the Interim Measures for Public Participation in Environmental Impact Assessment (Ministerial Order No. 4), the basic environmental information of this project is now made public to understand the public's attitude towards the construction of this project and their opinions and suggestions on environmental protection

1、 Project Overview

Project Name:Zhaoqing Dahua Agricultural Biopharmaceutical Co., Ltd. has added a new project for the renovation and expansion of animal harmless degradation treatment facilities

Current project construction status:Zhaoqing Dahua Agricultural Biopharmaceutical Co., Ltd. is located at No. 5 Chuangye Road, High tech Development Zone, Zhaoqing City, Guangdong Province. It is a high-tech enterprise specializing in the production, operation, research and development, technical services, and production and sales of animal health products and poultry eggs. The company was established in 2004 and covers a total land area of 83333.7m2So far, four environmental impact assessments have been conducted and corresponding environmental inspections have been passed, including an annual production of 650000 bottles of H5N1 avian influenza inactivated vaccine (now vacant), 3.3 million bottles, 4.8 million bottles, an annual production of 10 million mL of grass carp hemorrhagic disease live vaccine (250 million doses), and an annual production of 500 million mL of grass carp bacterial disease inactivated vaccine (250 million doses).


Environmental protection facilities of existing projects:

(1) Wastewater

The existing project wastewater mainly includes production wastewater and workers' domestic sewage. Production workshop workers' shower wastewater and negative pressure zone (toxic zone) production wastewater are disinfected at 120 ℃ high temperature and high pressure for 30 minutes before entering the factory's sewage treatment plant; The wastewater from the positive pressure zone (non-toxic zone) directly enters the factory's sewage treatment plant. After pre-treatment in the third level septic tank, domestic sewage and animal room flushing water are sent together to the sewage treatment plant in the factory, meeting the sewage connection standards for the biopharmaceutical industry in the first sewage treatment plant. After entering the first sewage treatment plant in the high-tech zone, they meet the Class A standards of the "Pollutant Discharge Standards for Urban Sewage Treatment Plants" (GB18918-2002) and the strict indicators in the first level standards of the second period of the Guangdong Provincial Local Standard "Water Pollutant Discharge Limits" (DB44/26-2001) before being discharged into the East Drainage Channel.

(2) Waste gas

1) Workshop exhaust gas

The production of existing project products strictly follows GMP management and design specifications, with an independent air conditioning system that purifies the air entering and leaving each production department according to GMP requirements. The purification requirements range from Class 100 to Class 100000. The packaging workshop is under Class 10000 control, with some areas reaching Class 100 to ensure a negative pressure environment. The exhaust outlet will be equipped with medium efficiency or above filters, up to high efficiency filters, which will completely prevent the emission of gas containing particulate matter. The prevention effect of particulate matter above 0.3 μ m can reach 99.97%. A micro pressure difference automatic alarm system is installed after the high-efficiency filters at the supply and exhaust outlets to ensure that the alarm is triggered before the failure of various filters and remind staff to replace them in a timely manner; Regularly replace the filter according to regulations to ensure that it operates in good condition and that the exhaust gas discharged from the workshop does not contain pathogenic microorganisms.

2) Odorous exhaust gas

The main source of odor in existing projects is the decomposition and fermentation of experimental waste that has not been cleaned and washed in time, resulting in the production of foul smelling gases. The emission of foul odors occurs in an unorganized form. The main source of foul odor pollution is low concentration NH3、H2S、A mixture of multiple components such as trimethylamine. The inspection room will produce exhaust gas containing trace amounts of bacteria, viruses, and odors. Due to being located indoors, the ventilation system of the inspection room adopts primary, medium, and high-efficiency filters for filtration, followed by ozone disinfection and activated carbon adsorption, which can remove bacteria, viruses, and a large amount of odorous gases.

3) Boiler exhaust gas

The existing project uses steam for centralized heating in the daily use area, with a 1t/h boiler as a backup heat source. The boiler burns natural gas during operation, and the main pollutants SO2, NOx, and smoke are emitted through a 16m high chimney in the boiler room, with a designed total air volume of 1000m3/h. Considering that the boiler uses clean energy and the generated waste gas pollutants meet the standard limit requirements, the construction unit takes measures to collect and discharge the waste gas from natural gas boilers at high altitudes.

(4) Noise

Most of the noise sources in the existing project, including various production pumps and fans, are arranged in the workshop. The steam boiler is located in the boiler room, and measures such as sound insulation, noise reduction, sound absorption, and vibration reduction are taken for high noise equipment. The noise level in the production workshop is controlled below 80dB (A), which meets the noise limit requirements in the "Industrial Enterprise Noise Control Design Standard" (GBJ87-85). According to the monitoring results over the years, the sound environment quality at the boundary of the existing project is good.

(5) Solid waste

Waste embryo120℃After high-temperature and high-pressure disinfection, it is handed over to contract aquaculture farmers for use as protein feed; General solid waste such as sludge and household garbage from sewage treatment plants shall be handed over to the environmental sanitation department for removal; Waste packaging materials shall be handed over to the contracting unit for recycling and disposal; The experimental waste shall be handed over to Zhaowei Medical Waste Treatment Station Co., Ltd. in Zhaoqing City for processing; The medical waste in the production workshop shall be handed over to Zhaowei Medical Waste Treatment Station Co., Ltd. in Zhaoqing City for treatment. Office hazardous waste shall be collected and disposed of regularly by the contracting unit.

Overview of this renovation and expansion project:The animal waste generated by the existing project will be transferred and processed by Zhaowei Medical Transport in Zhaoqing City. The construction unit plans to invest 236133 yuan to build a biodegradation treatment facility in the factory, which will harmless treat the animal waste and use it as fertilizer for delivery. This project will add an animal biodegradation treatment room with an equipment processing capacity of 300kg/(1-2 days), and the actual processing capacity is expected to be 6 tons/year.
